In 2007 Parliament undertook a review of South Africa's statutory bodies. To support this process the Open Society Foundation commissioned a study of media bodies including the independent regulator (ICASA), the South African Broadcasting Commission (SABC), the then Universal Services Agency (USAASA), and the Media Development & Diversity Agency (MDDA).
